I went to Dee Why on my validation trip - it's pretty chilled but does
seem quite a way from the CBD, espcially as the commute would involve a
car or a bus. Unfortunately no trains go to the Northern beaches. I
guess the commute would be 45mins to 1 hour.

But it would be a cracking place to raise kids as it is a lot quieter
than it's neighbour, Manly. The beach is beautiful and there are lots of
    cafes etc.

Castle Hill, (N. Western suburbs of Sydney) that's where my borther
lives and he loves it there with his family. as an IT contractor you'll
be able to afford the houses too!!! Commutable to CBD and far enough
away from the hassles of city centre living.
I used to be an IT contractor but have decided to get away from IT when
we get over there, gonna try and live a more chilled lifestyle
    Good luck
